Create RSVP waitlist

If an RSVP limit is set on an event, allow members to be automatically added to a waitlist if they select "Going" and the spots are full. This way, they can be moved to "Going" if a spot opens up before the event.

Good idea. It would also be helpful to be able to see who RSVPs no. We often have residents in charge of events who are not administrators and they can not see if people just aren’t coming or if they have not yet RSVPd
