Sometimes we are forced to provide physical copies of our "New Owner/Resident Guide", e.g. for a lawyer or real estate agent to provide to a prospective buyer, to go along with a request for a status certificate, or for a person who cannot or will not use the website. But we need to make sure the content is completely up-to-date. Maintaining the bits and pieces that make up the manual would be a pain. Ideally, with a "Manual" page, we could imbed text, but also links to other items in the portal that would be copied into the manual when it is published, whether they are text items, documents, etc. A markup language could be used to identify items to be in a TOC, and all items from links would automatically have their menu names added to the TOC. Since the source items are being maintained, any manual generated would always have the most current information.

I'm afraid we're not considering developing this type of page. What you've described is more akin to a robust document editor, which isn't something we have the capacity to build.
As a workaround, if you'd like a manual with a table of contents, which is both editable and viewable online, you could create this using Google Docs. Afterward, you can generate a publicly-shareable URL for that Google Doc that lets people view (but not edit) the document.
