Clarified language for online payment error messages

When an online payment option is limited to one payment per account, if a member clicks a link for an option they've already paid, they receive an "unexpected error while loading this online payment (02)" error message. Please clarify the verbiage to make it more obvious that the payment option isn't available or that the member has already submitted a payment to it.

To help clarify, this scenario happens when the payment link is added as a page on the navigation panel. So even though the notification is no longer available by their name, users can still attempt to access the payment page from the link in the navigation column (if it was provided by the admin). Since this isn't an error, maybe a message to the end user like, "No payment due", or something like that.
