Add option for horizontal menus

Most websites have moved to a horizontal menu bar structure since it increases the amount of page space available for content. Ideally the menu bar would support "mouse over" pull down menu items. The horizontal menu bar should be located near the top of the page. The "Admin Control Panel" uses this format today,but does not support "mouse over".

Pages at the present time are listed either on right or left.
It might look more attractive and be easier to find a page if they ran across the top.

Horizontal menu bars have limited room for pages, and usually look poor when that space is exceeded and links start to wrap onto multiple horizontal lines.
Since we allow admins to add an unlimited number of pages on the website, and since community websites typically have quite a few pages, having a vertical menu better accommodates this. This aligns with our design standards for providing clean, polished websites.
