Include being able to access the "Groups" section in the Admin Control Panel as a separate administrative privilege option.

The way the "member" privilege is set up, if you want people to be able to create and edit groups, they also get all of the new registration emails. That means our entire Board has to get all of these emails when we really want just 2 people to get them.
