One idea would be to save the .dwg as .dxf, rename it to file.dxf.txt and then upload that. Not only will it will be allowed as an upload but the .dxf format is more readily consumable by users as CAD software other than Autocad can accept this format.

Accepting file types for the purpose of launching an app on a users desktop is one thing. I see that as support nightmare as not everyone has the correct version or even a version of the App. If the purpose is to store the file for backup then unless HOAEx is in the cloud storage business, find a business that is, create an account for the HOA and use that.
Keep the website simple, convert files to PDF, a universal file type. For your backup needs get a cloud service.

Having been in the CAD business for over 35 years, I would be surprised to find an HOA population that is DWG conversant. I have prepared any number of documents for our HOA via CAD but published them to our residents in PDF which they all can view/use.

Mike McSween: But what happens to the original files when you retire or move? Yes, most of our stuff is in PDF format and Yes HOA people are not very computer literate but we have to preserve our files in original format. Some of our deed restrictions are practically illegible because of repeated scanning and printing.

..Beats me. Why would one need Autocad (.dwg) files on our web? Quite frequently these are 'huge-humongous' entities. Typical park users would just throw their hands up..
