Modernized file serving site

As part of our ongoing effort to release our next gen front ends, we’ve modernized how protected files (e.g., documents, attachments, etc.) are served to authenticated users. The modernized functionality has been built separately from the community websites front end (where it currently lives), to make it faster to eventually modernize the portion of our tech stack that powers our community websites.
