Attach ICS file to new event notifications

When creating a new event, and sending out a notification automatically, attach a .ics file to the email so that recipients can save the event to their preferred calendar client.

This might be worth combining with Meredith's feature request from 2019 to automatically attach ics files to event announcement emails. That would solve my problem
